According to this article, municipalities through establishing associations with its own budget, can purchase houses, properties, lands and old neighborhoods, and, if necessary, rebuild them in accordance with municipality's approved plans.In the 1980s, with the occurrence of the Bam earthquake, the issue of reducing the risk of deteriorated urban areas became one of the main concerns of the country. Tehran was the first city where the range of its deteriorated areas was determined. The task of renovating these areas was assigned to the Urban Renewal Organization of Tehran.Today, at the beginning of the sixth decade of activities, the Urban Renewal Organization of Tehran, with an integrated approach, considers neighborhood developments in residential areas and urban regeneration in deteriorated areas. At the administration level through supportive actions, interagency coordination, and collaborative and coordinative approach with the public, the aim of promoting the quality of life of the inhabitants through the rehabilitation, renewal, and strengthening of housing, service provision, increasing the quality of public areas and improving the social and economic status of residents of the targeted neighborhoods, can be planned and their implementation will be pursued.
