In 1986, Florida voters authorized a lottery through a constitutional amendment, enacted by a 2-to-1 margin that would use its proceeds to enhance public education in Florida. Governor Bob Martinez and the Florida Legislature established the Florida Lottery with the mission of maximizing revenues for education to allow the people of Florida to benefit from significant additional monies while providing the best lottery games available. Throughout the Florida Lottery's history, both goals have been accomplished.
